IOC’s Paradip refinery to get ready by March ’12

The first phase of the much-delayed IndianOil’s (IOC) Paradip Oil Refinery (POR) project in Orissa will be completed by March 2012, according to IOC chairman Brijmohan Bansal. Out of an estimated project cost of Rs 29,777 crore for producing 15 million metric tonnes per annum, 38% work has been completed with an investment of Rs 5,030 crore.

Speaking on the sidelines of a function on the occasion of laying the foundation stone of Atmospheric vacuum distillation unit (AVU) or Chief Control Room on Saturday, Bansal said the mother unit will start operating in November 2012.

Major contract work has already been entrusted with almost all the major Indian engineering consultants like EIL, Toyo India, Jacobs India, DCPL, PDIL, TCIL, FEDO, SPAN etc. Besides, Indian and international companies like Bhel, L&T, Kazstory, Punj Lloyd, Essar, IOTL, Lanco, IVRCL, Nagarjuna Construction, Prax Air etc have been roped in to execute the project on war footing under the overall project management of Foster Wheeler, UK, Bansal added.

Bansal said the IOC has placed orders for key equipments to a South Korean company and it would start arriving at site very shortly. Recently a shipping consignment weighing more than 135 tonne reached at Paradip Port.

The project’s massive civil, structural and mechanical works involved approximately 2,600 equipments, 1,400 kilometres of piping, 90,000 pipes, 5 lakh cubic meters of concrete 1.7 lakh mt of steel work and 1,600 km of electrical cables, Bansal added.

On the recent oil leakages in Haldia-Paradip pipeline, Bansal said, inquiry is ordered and those found guilty would be penalised. The IOC will also fix responsibilities for supply of the sub-standard materials like chips, metal, iron rods and saline sand for construction of the refinery construction and action would be taken against the contractor and officials involved, the IOC chairman assured.
