OISD conducts External Safety Audit at WRPL, Vadinar

External Safety Audit (ESA) of SPM & Tank Farm facilities at WRPL, Vadinar Installation was conducted recently by a team of technical experts from OISD headed by Mr. R. V. Rajasekaran, DGM, MDPL, HPCL Jaipur with other experts like Mr. R. N. Mittal, Addl. Director (Pipelines), OISD Noida, Mr. Rajesh Uprety, Addl. Director (Pipelines), OISD Noida and Mr. Sumit Srivastava, Senior Manager (Electrical), GAIL Vadodara.

They were accorded a warm welcome by the employees of Vadinar led by Mr. D. Sriganesh, DGM, WRPL Vadinar, on their arrival. WRPL Regional team led by Mr. S. J. Chakravarthy, DGM (T), Mr. P. Suresh, DGM (M&I) and Mr. Samir Sathe, M (HSE), also associated during the OISD Audit. In the interactive session, a detailed presentation was shown to OISD team regarding Offshore & Onshore Operations at Vadinar, Maintenance & Inspection (M&I) of Crude Oil Storage Tanks, Offshore & Onshore Pipeline Pigging Systems including IPS Survey, Safety Procedures Job Safety Analysis, Tool Box Talk, Behavior Based Safety (BBS) & TPM Initiatives being followed at Vadinar, implementation status of MB Lal Recommendations etc. at Vadinar.

On the first day, the OISD technical experts team inspected two Single Point Mooring (SPM) facilities located in the Gulf of Kutch off the port of Vadinar, Narara Bet Landfall Point and also reviewed the safety, security, maintenance, various surveys like PSP Survey, Free Span Survey, CIPs etc. being provided by various agencies for the SPM facilities.

The OISD Team inspected the Crude Storage Tank Farm Facilities & Onshore Pumping facilities also at Vadinar and conducted Surprise Fire Mock Drill in Crude Tank No. SS – 17 with a tank roof fire scenario to gauge the preparedness in case of emergency.

Also as part of the Audit, various documents records regarding operations and maintenance of Equipments & Tanks, Surveys, IPS Pigging Data, Fire Fighting facilities, Pipeline Integrity System, Statutory License Clearances etc. were checked by the Audit Team. The OISD Technical Experts visited undersea Offshore Pipeline Land Fall Point at Narara Bet also to see the facilities installed for crude receipt operations, offshore & onshore CP facilities and also for present latest CP PSP measurements of offshore & onshore pipelines.

In the concluding session, the OISD Audit Team discussed the various findings, observations & recommendations for Systems Integrity with the WRPL team and appreciated the prevailing HSE Management System at Vadinar. Mr. D. Sriganesh, DGM, WRPL, Vadinar, on behalf of the entire team of WRPL, Vadinar thanked the OISD Audit Team for their endeavor to improve overall system safety in day-to-day operations & maintenance and assured the commitment of Vadinar to ensure system integrity safety in all spheres of offshore & onshore operations & maintenance on a continual basis.
